Recruiting Budget

I am very interested to see the outcomes of the Wisconsin's decision to keep the recruiting budget. Should Wisconsin increase their budget to get better recruits, or would those recruits not fit Wisconsin's "system"? Can Wisconsin even afford to increase their budget, even if it meant getting better recruits? One thing I do know is that Bielema needs to do a better job with the recruits that he does have.
